PHILADELPHIA (AP) — A judge on Wednesday reinstated all charges, including a murder count, against a former police officer who shot and killed a driver through a rolled-up car window — a confrontation police initially described as the officer shooting the driver after he lunged at him with a knife outside the car.
Common Pleas Court Judge Lillian Ransom ruled after a hearing that the facts of the case should be established at a trial.
Former officer Mark Dial was charged with murder, -

The unions did not confirm or deny the date, but they received a strike mandate from members on Oct. 17.

According to a city staff report authored by Caitlin Weston, manager of bylaw enforcement for the City of Chilliwack, resident complaints regarding real estate advertising signs have be -
Questions loom after CF Montreal crashes out of MLS playoff race
MONTREAL — CF Montreal missed out on the playoffs this Major League Soccer season by the slimmest of margins.
A 1-0 New York win over Charlotte on Saturday, cemented by a 94th-minute penalty from John Tolkin, moved the Red Bulls into a playoff position and relegated Montreal to 10th place in the Eastern Conference.
But the big issue in Montreal is not that the team missed out, but how. CF Montreal was one of the league’s worst road teams this year and managed to claim just six of the -
Montreal to ban most natural gas heating, cooking in new buildings
Montreal will ban gas-powered systems in new construction starting next fall, with some notable exceptions.
The new regulation, adopted by the city’s executive committee this morning, will apply to new, small buildings — up to three storeys and 600 square metres in area — as of Oct. 1, 2024, and larger buildings starting six months later.
Examples of soon-to-be prohibited systems include residential gas-powered stoves, indoor gas fireplaces, hot water heaters and furnaces that -
YOUR PERSPECTIVE: B.C. tax dollars fuelling the illicit drug trade
In a shocking and deeply concerning revelation, recent findings have uncovered public money being used to purchase illicit drugs from the dark web, feeding organized crime and perpetuating the drug crisis in B.C. The essence of our province’s toxic drug crisis lies in the relentless fight against drug addiction and its devastating consequences. As taxpayers, we expect our tax dollars to be used ethically in ways that benefit society as a whole — with tangible results to show for it. -
Rugby referees have plenty to say during games — and everyone can listen
After a flare-up at an English club rugby game between London Irish and the Worcester Warriors, referee Wayne Barnes called the offending players over and calmly read them the riot act.
“I understand this is an important game. Loads of pressure,” said Barnes, a lawyer when not being a top-flight official. “But you’ve still got a lot of games in the season. If you two carry on like this, we’ll just get two other players on (the field). OK? Understand?”

‘Humanitarian pauses’ in Israel-Hamas war don’t prevent advocacy on hostages: Gould
OTTAWA — Government House leader Karina Gould says there doesn’t need to be a choice between calling for the release of hostages held by Hamas and advocating for “humanitarian pauses” in its war with Israel.
Gould said on Parliament Hill this morning that freeing the hostages, among whom may be two people with links to Canada, remains one of the government’s “top priorities.”

Running back Oliveira gets nod as Bombers nominee for CFL outstanding player
TORONTO — Zach Collaros won’t be in the running for a third straight CFL outstanding player award.
The Winnipeg quarterback has won the honour the last two years. But Canadian running back Brady Oliveira earned the Blue Bombers’ nod Wednesday for this year’s award in voting conducted by the Football Reporters of Canada and nine CFL head coaches.
The five-foot-10, 222-pound Oliveira, a Winnipeg native, is the CFL’s rushing leader with 1,498 yards (5.9-yard average) a -

Stampeders look to become first CFL franchise to hit 700 all-time win
It won’t affect the West Division standings but the Calgary Stampeders’ regular-season finale is significant for the franchise.
Calgary (6-11) hosts the Winnipeg Blue Bombers (13-4) on Friday night with both teams having clinched playoff spots. The Stampeders already know, win or lose, they’ll face the B.C. Lions (12-6) in the West Division semifinal Nov. 4 at B.C. Place Stadium.
Winnipeg has also cemented top spot and home-field advantage against either Calgary or B.C. in the -
NHL notebook: Past champions talk Stanley Cup hangovers
Jack Eichel had a plan this summer.
The idea was simple — a little less would have to do.
After helping the Vegas Golden Knights capture their first Stanley Cup on June 13, Eichel and his teammates had just over three months to celebrate and recuperate.
Getting back in the gym to ensure his body was ready for this season, while important, wasn’t the sole focus with a short runway.
“I didn’t try and overdo anything,” Eichel said before training camp. “I tried t -

Longshot World Series: Diamondbacks vs Rangers is a Fall Classic few saw coming
Tell the truth: How many people picked Arizona and Texas to meet in the World Series?
A Rangers-Diamondbacks matchup had 1,750 to 1 odds when wagering opened last fall.
But in an era when 12 teams make the playoffs, sustained excellence over the six-month regular season has become a boarding pass, not the journey, leading to a Longshot Series that opens Friday night at Globe Life Field.
“Once you get into the big dance, anything can happen,” Diamondbacks manager Torey Lovullo said be -

VANCOUVER — There are many heartbreaking tales behind the record number of Canadians using food banks as they struggle with high inflation and mounting housing costs, says a Vancouver food bank executive.
“We see parents who are skipping meals so that their children can eat. We see people who haven’t eaten in days. We see seniors who haven’t had produce in months,” said Cynthia Boulter, chief operating officer with Greater Vancouver Food Banks.

U.N. warns Gaza blockade could force it to sharply cut relief operations as bombings rise
RAFAH, Gaza Strip (AP) — The U.N. agency for Palestinian refugees warned Wednesday that without immediate deliveries of fuel it will soon have to sharply cut back relief operations across the Gaza Strip, which has been blockaded and hit by devastating Israeli airstrikes since Hamas militants launched an attack on Israel more than two weeks ago.
The warning came as hospitals in Gaza struggled to treat masses of wounded with dwindling resources, and health officials in the Hamas-ruled territ -
