TORONTO — The Toronto Arrows have re-signed Canadian international scrum half Ross Braude for the 2023 Major League Rugby season.
The South African-born Braude, who qualifies to represent Canada through his Montreal-born father, returns to the Arrows for a third season after featuring in 21 matches, including 20 starts, since debuting in 2021.

Soldier facing more charges after speaking out against military’s vaccine requirement
OTTAWA — A Canadian soldier who spoke out against the forced removal of unvaccinated military members is facing more charges.
Warrant Officer James Topp is facing six counts of conduct to the prejudice of good order and discipline after four new charges were laid against the army reservist last week.
Topp was charged with the first two counts in February after criticizing the military’s vaccine mandate in two videos posted on social media.

OTTAWA — An internal audit of how the RCMP decommissions its vehicles has uncovered a series of shortcomings.
The report was written in response to two cases in Nova Scotia of people using former RCMP vehicles to impersonate police officers, including the April 2020 mass shooting that killed 22 people.
