Parkland school shooting victims are remembered in silence
PARKLAND, Fla. -- Students at Marjory Stoneman Douglas High and other schools across the U.S. bowed their heads in a moment of silence and took part in volunteer projects Thursday to mark the anniversary of the shooting rampage that claimed 17 lives. But for many Parkland students, the tragedy was still so raw they couldn't bring themselves to set foot in the building. Bombardier turns annual profit for first time in 5 years as train woes continue
MONTREAL -- Bombardier Inc. turned a profit in 2018 for the first time in five years as it ramped up train revenues despite several project derailments and lower-than-expected margins. The mixed rail results prompted Bombardier to decrease ownership of its train business, which is its highest-grossing division, by 2.5 per cent to 70 per cent. That means further delay of the Montreal-based company's buyback of the Caisse de depot's now-30 per cent stake -- valued at more than US$2 billion -- in t -

Drug users, advocates fear federal election may sideline safer opioids policy
VANCOUVER -- The co-founder of a national group of parents whose children have died of overdoses fears the looming federal election will derail any policy changes that could make a safer supply of opioids a priority, even as the country's chief public health officer has promised to review such a plan. Leslie McBain of Moms Stop the Harm said the overemphasis on addiction treatment has not worked because drug users are continuing to use the black market to access fentanyl-laced substances that ha -

REGINA -- Lawyers for the federal government and its supporters are to make their case today in a Regina court on why they believe Ottawa has the legal power to impose a carbon tax on Saskatchewan. U.S. Senate OKs border deal; Trump will sign, declare emergency
WASHINGTON -- The U.S. Senate resoundingly approved a border security compromise Thursday that ignores most of U.S. President Donald Trump's demands for building a wall with Mexico but would prevent a new government shutdown. The White House said Trump would sign it but then declare a national emergency and perhaps invoke other executive powers to try to shift money to wall-building from elsewhere in the federal budget. Congress' Democratic leaders, Speaker Nancy Pelosi in the House and Chuck Sc
